It seems as though Harry is not lying. He seems to be using double speak to prevent listeners from comprehending the truth that he does speak.

The mere fact of being a federal citizen, a “citizen of the United States” federal government, (14th Amendment) is presumed “voluntary”. Voluntary by tacit consent.
However, as a (voluntary) federal US government citizen, federal income tax is not voluntary.
Any attempts to avoid federal “income tax” due to the constitutionality of the 16th Amendment, or wages is not “income”, or any number of other angles, while a federal US government citizen will certainly get one into trouble.
In law, people of the constitutional republic were not citizens of the federal US government.
Reid and many Attorneys are very much aware of the law regarding citizenship. And they know that federal citizens are not protected from the federal government by the US Constitution. “Citizens of the United States” federal government, “are subject to the jurisdiction thereof.” (14th Amendment) And “The citizen cannot complain, because he has voluntarily submitted himself to such a form of government.” (US v. Cruikshank) Many Attorneys also know that their livelihood very much depends on the people being ignorant of the law.
